Serve the latest persisted sitemap.

If nothing is stored yet (cold start), build + persist once and serve. The cold build skips per-file commit lookups (lastmod = now) so the first request never waits on them; a debounced background refresh then fills in the real dates. If that persist can't complete, fall back to building the sitemap on the fly so a real site always gets a valid response.
